City Info | Howard is a city in Miner County, South Dakota, United States. The population was 858 at the 2010 census. It is the county seat and most populous city in Miner County. The first pioneer settlement at Howard was made in 1879, however the town of Howard was established in 1882, shortly after the Southern Minnesota Railway was extended to that point.
