City Info | Dover-Foxcroft is the largest town in, and the seat of, Piscataquis County, Maine, United States. The population was 4,213 at the 2010 census. Dover-Foxcroft is home to the Maine Whoopie Pie Festival, an annual one-day event which takes place in late June each year. It started in 2009 to honor the whoopie pie.
